Job Description
POSITION: Assistant Director, Postal and Courier Services Licensing
EMPLOYER: Kenya School of Government
POSITION OVERVIEW
This role places you at the leadership level within postal and courier services regulation. Working closely with the Deputy Director, you will oversee critical operational functions spanning postal and courier licensing, ecommerce frameworks, and the National Addressing System. This is an opportunity to shape regulatory standards that impact Kenya's communications infrastructure and business ecosystem.
CORE RESPONSIBILITIES
You will provide strategic leadership across several interconnected areas. First, you will direct day-to-day management of postal and courier licensing activities while simultaneously advancing ecommerce regulations and the National Addressing System, including postcode administration. Your technical expertise will drive the development and refinement of licensing frameworks, particularly when responding to evolving market structures.
A significant portion of your work involves supporting the resolution of licensing disputes, particularly around the interpretation of license conditions and the operational management of addressing systems and ecommerce protocols. You will maintain and strengthen the integrity of licensing registers through rigorous documentation and oversight.
You will spearhead the creation and implementation of strategic roadmaps for both the National Addressing System and ecommerce initiatives, ensuring these are validated and executable. Working collaboratively with county addressing units at the national level and with County Addressing Units and Address Implementation Teams at sub-county level, you will oversee the systematic location and naming of roads according to national standards and guidelines.
Database management forms another critical element of this position. You will oversee the compilation and maintenance of an electronic database capturing all property addresses nationwide, drawing information from all counties. You will ensure the National Communications Addressing and Numbering Plan remains current with the latest address and postcode information.
Enforcement responsibilities include instituting appropriate penalties for non-compliance with addressing and ecommerce requirements. Finally, you will identify matters of national interest, develop Kenya's official positions on these issues, and represent the country's interests at international conferences, treaties, and multilateral forums.
REQUIRED QUALIFICATIONS
You must hold a Bachelor's degree in Electrical Engineering, Electronic Engineering, Telecommunications Engineering, Commerce, Economics, Statistics, or a closely related discipline from an accredited institution. Additionally, you are required to have completed a Master's degree in one of these fields, or an equivalent advanced qualification from a recognized institution.
Professional experience must total at least twelve years, with a significant portion earned within Kenya's public service or private sector. Of these twelve years, a minimum of three must have been spent in supervisory or comparable leadership roles. You must also have served for at least three years in the current grade of Principal Officer or an equivalent classification.
PROFESSIONAL REQUIREMENTS
You must hold current membership with a relevant professional body where applicable to your field. You will need to have completed a Leadership Certificate Course lasting no fewer than four weeks from a recognized training institution.
You must demonstrate consistent merit and strong performance results throughout your career. Finally, you must satisfy all requirements outlined in Chapter Six of the Constitution of Kenya 2010, which addresses the leadership and integrity standards expected of public officers.
