Job Description

CONSULTANCY OPPORTUNITY: REVIEW AND ADAPT OBSTETRIC SAFE SURGERY CURRICULUM ABOUT THIS OPPORTUNITY Maternal and newborn health outcomes in Kenya face critical challenges. Data from 2017 shows that 71% of facility-based maternal deaths involve complications from Caesarean sections, often stemming from surgical complications. Access to safe, timely, and high-quality obstetric surgical and anesthesia services is vital to reducing preventable deaths. Currently, gaps in surgical skills, quality standards, evidence-based practice adherence, and health system capacity continue to limit the delivery of safe care. Jhpiego is partnering with the Ministry of Health and Nakuru County through the Obstetric Safe Surgery (OSS) Program to strengthen the quality and safety of obstetric surgical and anesthesia care. This program uses evidence-based clinical practices, quality improvement methods, mentorship, and health system strengthening to create lasting change. To ensure sustainable growth and institutionalization across Kenya, there is an urgent need to review, standardize, and validate the OSS training curriculum for national adoption by the Ministry of Health and county governments. POSITION OVERVIEW This is a 20 working-day consultancy spread over three months. You will work closely with the Ministry of Health Department of Reproductive, Maternal, Newborn and Child and Adolescent Health (RMNCAH), professional associations, and OSS implementing partners to review, update, standardize, and validate the Obstetric Safe Surgery training curriculum for national rollout. YOUR CORE RESPONSIBILITIES You will conduct a comprehensive review of existing OSS training materials, national clinical guidelines, mentorship tools, and global safe surgery frameworks. You will examine the current OSS curriculum, identifying gaps, strengths, and improvement opportunities based on implementation experience and recent evidence. You will develop a revised, standardized OSS curriculum that integrates evidence-based obstetric surgical practices, surgical safety and infection prevention measures, team-based care and leadership approaches, quality improvement strategies, mentorship frameworks, referral system strengthening, and data use for decision-making and performance improvement. Throughout the process, you will facilitate stakeholder consultations with the MOH, professional associations, and implementing partners to gather feedback on the revised curriculum. You will create facilitator guides, participant manuals, and comprehensive training resources to support implementation. You will support curriculum validation meetings, incorporate stakeholder input into the final version, and develop an implementation and scale-up framework to guide adoption by counties and training institutions. Finally, you will present the complete curriculum and supporting documents to the Ministry of Health for official endorsement. DELIVERABLES You will produce an inception report detailing methodology, work plan, and stakeholder engagement strategy. You will submit a comprehensive review report highlighting desk review findings and curriculum gap analysis. You will deliver a standardized Obstetric Safe Surgery training curriculum, along with a facilitator guide, participant manual, and supporting training materials. You will document a stakeholder validation workshop report with compiled feedback, and submit a final validated OSS curriculum with implementation framework. REQUIRED QUALIFICATIONS You hold a clinical or health professional background, ideally as a medical doctor, nurse, public health professional, or relevant discipline. Specialist training and experience in Obstetrics and Gynaecology, Surgery, Anesthesia, Nursing, Midwifery, or a related clinical field is highly desirable. You have developed training materials, clinical skills checklists, competency assessment tools, and facilitator resources. You maintain a strong understanding of safe surgery principles, obstetric care delivery, quality improvement methodologies, and mentorship approaches.
