Job Description
CST Policy and Programme Officer - School Meals Team Lead and CLTF Coordinator
Company: World Food Programme
APPLICATION DEADLINE: 20 May 2026, 23:59 GMT+03:00 (East Africa Time, Nairobi)
ABOUT THE WORLD FOOD PROGRAMME
The World Food Programme is the world's leading humanitarian organization dedicated to saving lives in emergencies and leveraging food assistance to create pathways toward peace, stability, and prosperity. We support people recovering from conflict, disasters, and climate change impacts across the globe. As a 2020 Nobel Peace Prize Laureate, WFP operates in a deeply inclusive, diverse, and multicultural environment where passionate teams work collaboratively to deliver effective humanitarian aid to millions in need.
THE OPPORTUNITY
WFP Kenya is seeking an experienced Policy and Programme Officer to drive critical programme initiatives during a transformative period. You will take on three interconnected leadership responsibilities: spearheading Kenya's transition to School Feeding 2.0, leading the School Meals team, and coordinating the Changing Lives Transformation Fund (CLTF) initiative focused on refugee self-reliance. This role positions you at the intersection of policy, programme management, and strategic partnership development.
CONTEXT AND IMPACT
Kenya faces persistent social and economic inequalities, with more than one third of the population living below the poverty line. WFP's Kenya Country Strategic Plan (2023-2027) reflects a "changing lives to save lives" approach, combining immediate food access solutions with medium to long-term investments in climate-resilient food systems. As the organization transitions programming priorities in 2025 and prepares its next strategic plan, this position is essential to supporting Government efforts in scaling up school meals programmes while advancing refugee transition initiatives toward self-reliance.
KEY RESPONSIBILITIES
Under the direct supervision of the Head of Strategic Outcome 3 and in coordination with the Head of Programme and other departments, you will:
Lead and provide strategic oversight of Kenya's School Feeding 2.0 transition, ensuring effective programme implementation and technical support delivery. Supervise and develop the School Meals team, fostering a high-performing unit aligned with organizational values. Coordinate implementation of the Changing Lives Transformation Fund (CLTF), driving refugee transition initiatives. Represent WFP Kenya in technical discussions with Government partners, donors, NGOs, and international organizations. Serve as officer in charge for the Social Protection and School Feeding Strategic Outcome 3 team as required. Develop innovative, sustainable programme proposals across social protection, school feeding, climate-resilient food systems, and safety nets. Contribute strategically to broader programme portfolio priorities. Coordinate cross-functional collaboration between CO teams, regional offices, and headquarters.
QUALIFICATIONS AND REQUIREMENTS
Advanced university degree in development studies, public policy, food security, nutrition, social protection, economics, or related field. Minimum eight years of professional experience in programme policy, development programme management, or policy coordination, preferably within humanitarian or development contexts. Demonstrated expertise in school feeding or social protection programming. Proven experience leading teams and managing personnel. Strong knowledge of food security, nutrition, climate resilience, and social protection frameworks. Experience with donor coordination and proposal development. Excellent analytical, writing, and communication skills. Ability to work effectively with diverse stakeholders including government, NGOs, and international partners. Proficiency in Microsoft Office suite and database management. Fluency in English required; proficiency in additional languages an advantage.
