About This Opportunity HACOF is actively pursuing several competitive procurement contracts across Somalia, Kenya, and the wider Horn of Africa region, focusing on monitoring, evaluation, and related technical services. To support our growth and strengthen our delivery capabilities, we are seeking experienced MEAL (Monitoring, Evaluation, Accountability and Learning) professionals to join our pre-qualified personnel roster. What We're Looking For We welcome expressions of interest from qualified consultants and technical experts with demonstrable expertise in monitoring and evaluation, programme management, and technical advisory services. Candidates should have proven experience working in complex operating environments, particularly in fragile and conflict-affected settings across the Horn of Africa region.
