Regional Thematic Specialist (Humanitarian Response and Recovery)
About the Role
Are you an experienced professional ready to make a meaningful impact in humanitarian response and recovery operations? IOM, the leading United Nations agency specializing in migration, is seeking a Regional Thematic Specialist to drive strategic initiatives across multiple country offices in East Africa.
In this position, you will report directly to the Deputy Regional Director for Operations and work under the strategic guidance of the Regional Director and the Department of Humanitarian Response and Recovery at headquarters. Your core responsibility is to deliver specialized expertise, quality assurance, and programmatic oversight that ensures consistent, evidence-based programming across the region.
Your Key Responsibilities
You will serve as the regional authority on humanitarian response and recovery matters, providing technical guidance to country offices, monitoring program quality, and ensuring alignment with IOM institutional policies. Your role extends beyond internal operations—you'll become the trusted advisor to regional stakeholders, including member governments, intergovernmental partners, and migration forums, offering policy recommendations and technical expertise.
Working collaboratively with other regional thematic units, you'll contribute to institutional thought leadership on protecting people on the move, addressing displacement challenges, and expanding pathways for orderly migration. You'll identify emerging regional opportunities and risks, champion knowledge-sharing initiatives, support research and policy development, and facilitate cross-thematic collaboration both within IOM teams and with external partners.

The organization particularly encourages applications from qualified female candidates and professionals from underrepresented member countries. Reasonable accommodations are provided throughout the recruitment process as needed.
