In this role, you will bridge the gap between high-level government relationships and on-the-ground program execution. You will manage a team of Program Excellence Officers while working directly with County Health Management Teams, County Executive Committee Members, and senior government leadership to institutionalize sustainable models of service delivery.
WHAT YOU'LL DO
Strategic Leadership and Team Management (20%)
Lead, coach, and mentor Program Excellence Officers to ensure they meet sub-county key performance indicators and maintain program fidelity. Drive a culture of accountability and adaptive management across your cluster team. Oversee planning, budgeting, and performance tracking to ensure cost-effectiveness and full compliance.
Government Advocacy and System Transformation (20%)
Champion the adoption of the "Government as Doer and Payer" model by building trust-based relationships with county governors, health executives, and directors. Lead strategic advocacy efforts to secure domestic financing and community health policies embedded in county budgets and structures. Support the formulation of County Community Health Bills and regulations while ensuring National Policy frameworks are implemented at the county level.
Program Excellence, Fidelity and Growth (20%)
Oversee implementation of the Technical Assistance framework across your cluster, ensuring county-led activities meet quality standards. Lead the integration of rigorous target setting, data-driven supervision, and functional training cascades into County Community Health Management systems. Support system strengthening by embedding performance management and continuous quality improvement directly into government structures. Manage county expansion efforts through detailed action planning and interdepartmental coordination. Guide counties through the graduation process into high-level technical assistance.
Stakeholder Partnership and Harmonization (15%)
Develop and maintain a comprehensive stakeholder engagement strategy for your cluster. Identify partner overlaps and advocate for alignment with County Annual Work Plans to eliminate duplication. Foster productive partnerships with donors and collaborating organizations through effective engagement and shared objectives.
Data Transformation and Adaptive Management (15%)
Champion the use of government-owned data systems including eCHIS, DHIS2, and AfyaBI to drive performance improvement and resolve system bottlenecks. Synthesize learnings from across the three counties to inform program improvement and policy advocacy. Identify and manage political and operational risks during transitions to ensure program continuity. Build exit strategies that reduce government dependency by fully embedding all technical assistance tools and practices into county systems.
Risk and Sustainability (10%)
Proactively mitigate disruptions and ensure program sustainability throughout your cluster.
KEY DELIVERABLES
Implementation of operational Memoranda of Understanding and technical assistance workplans across the three-county cluster. Demonstrable increase in county domestic financing for community health services. Institutionalized county systems for managing and financing community health. County government capacity to deliver and scale community health services independently. Strategic partnerships that eliminate service delivery gaps and maximize resource efficiency.
